• Vice President of Egypt’s Administrative Prosecution Authority — the body responsible for legal and disciplinary investigations across Egypt’s public administration.
• Built and led a private practice in Kuwait spanning litigation, arbitration, and government and construction contract advisory for corporate, institutional, and government clients.
• Drafted and argued pleadings and appeals before the Kuwaiti courts at every level, and represented clients in commercial arbitration before Kuwait’s principal arbitration centers.
• Seconded full-time to Egypt’s Ministry of Justice as Consultant and Member of the Technical Office of the Assistant Minister of Justice for Judicial Claims, 2007–2014.
• Selected to contribute to United Nations Development Programme (UNDP) legislative-reform initiatives, including sessions on the UN Convention against Corruption (Istanbul, 2014) and the drafting of Iraq’s Stolen Asset Recovery legislation (Jordan, Turkey, and the Kurdistan Region of Iraq, 2014–2015).

Private Practice — Kuwait

Advised a client portfolio including joint-stock companies, commercial institutions, and government bodies, drafting statements of claim, defense and reply memoranda, and appeal and cassation submissions before the Kuwaiti courts. Prepared reasoned legal opinions in civil, commercial, labor, and administrative matters, and represented clients in commercial arbitration, including preparing statements of claim and pleadings and following hearing procedures before accredited arbitration centers. Supervised and led teams of consultants and researchers, established standardized contract and pleading templates, trained newly qualified lawyers, and managed client relationships with regular reporting on case developments and legal risk.

Contractual Advisory & Project Management

Drafted, reviewed, and negotiated government and commercial contracts, and advised on legal and contractual risk from the contracting stage through final project delivery. Prepared and reviewed claims arising from engineering and construction contracts, and performed early legal assessment of disputes to identify strengths, weaknesses, and strategy.

Judicial Service — Administrative Prosecution Authority, Egypt

Appointed Assistant Prosecutor in 1993 by presidential decree and progressed through the ranks to Deputy Head of the Authority in 2014, conducting legal and disciplinary investigations and appearing before the State Council courts. Held prosecutorial posts across Giza, Arish, Financial Affairs, Suez, Local Administration, and Transport Prosecution offices, and served as Director of the Ismailia Prosecution Office. Lectured and trained Ain Shams University law students in compulsory enforcement and moot-court practice, 2007–2010.

• Founded and leads ASA’s Government & Regulatory Affairs practice, the firm’s dedicated service line for clients navigating Egyptian licensing, regulatory approval, and enforcement processes.
• Reached the rank of Major General and the position of Assistant Minister of Interior — one of a small number of officers to attain that level — after nearly thirty-six years of service.
• Led the security directorate of Giza Governorate as Deputy Security Director at Director-General (Undersecretary) rank, his final and most senior command, with direct responsibility for how security and regulatory enforcement actually functioned across one of Egypt’s largest jurisdictions.
• Commanded security directorates across seven Egyptian governorates over three decades, including national commands over transport, communications, and critical-infrastructure policing — breadth that gives him a working knowledge of how different regulatory and licensing authorities operate in practice, not just in one sector or region.
• Conducted and directed criminal, disciplinary, and administrative investigations throughout his career, producing the official findings and decisions those investigations required and answering for them to senior Ministry, governorate, and judicial leadership.
• Completed his service with a clean disciplinary record and a First-Class Distinction Grade, the highest performance distinction awarded shortly before his retirement in 2021.

Leading Government & Regulatory Affairs at ASA

Heads the practice group ASA built around his background — advising clients on government licensing, regulatory approvals, and enforcement processes where knowing how the relevant authority actually operates matters as much as knowing the applicable rule. Works in close coordination with the firm’s dispute resolution and corporate teams so that every matter carries both the legal analysis and his read on how the authority in question is likely to act.

Senior Command — Giza Governorate

Served as Deputy Security Director of Giza at Director-General (Undersecretary) rank, and previously as Deputy Security Director for Sector and Assistant Security Director — a progression through the security leadership of one of Egypt’s largest and most demanding jurisdictions, with responsibility spanning security operations, regulatory enforcement, and crisis response.

Regional & National Command

Led the security directorates of Minya, Luxor, Suez, and Beheira governorates, and directed the General Administration of Transport and Communications Police — a national command over infrastructure and transport-sector policing. Earlier postings spanned the Security Directorates of Assiut and Beni Suef, the General Administration of Electricity Police, and the State Security Investigations Sector.

Investigations & Regulatory Decision-Making

Built deep operational experience in criminal and judicial investigations, intelligence gathering, and general security operations, together with specialized command training in crisis and operations-room management and executive protection. That record sits behind his advisory work at ASA: understanding not just the rule a client is trying to satisfy, but how the official on the other side of the table actually evaluates and decides — the difference between advice that is technically correct and advice that works.

Serves as a seconded faculty member at the Public Authority for Applied Education and Training (PAAET), Faculty of Law, College of Business Studies, alongside advisory appointments to Kuwait’s General Secretariat of the Council of Ministers and Military Judiciary Authority, and his role leading the Kuwait Bar Association’s review of draft legislation submitted to the National Assembly.
